You can only buy higher tiers of a feat, if you have already purchased the previous tiers. So you have to buy tier 1 before tier 2 will be available to you.

As @VanGo says, the costs are always cumulative.
The effects are also cumulative, buying tier 2 does not remove the benefit you received from tier 1 unless something supersedes an effect; for example, the advantage when multi-targeting from boon focus does not stack between tiers, the bonus at tier 2 replaces the bonus from tier 1 in that case.
