It seems that in the Banes link the effect description for Phantasm at power level 4 seems to be missing.

not missing, there just isn’t an additionally special effect for PL 4.
Read the special, alnd you’ll see you can add PL effects together for a new PL. So you could do PL 2 twice, and pick smell and sound and it would require PL 4.
